Key Legislative Instruments
Law of Ukraine No. 12377 (13.12.2025) — Fundamental Principles of Housing Policy
Landmark UNECE-supported reform establishing Ukraine's housing policy architecture. Article 29 on Social Housing is the primary statutory basis for municipal social housing rehabilitation programmes. Defines social housing as provided free or at reduced cost to eligible citizens, managed by local self-government bodies.
CMU Resolution No. 495 (29.04.2022) — Temporary Housing Funds for IDPs
Establishes the legal framework for municipal temporary housing funds for IDPs. Defines a scoring-based prioritisation system (Section A priority criteria: 22–50 points; Section B cumulative criteria). Governs allocation, residency terms (free of charge, 1 year, extendable for vulnerable groups), and MoU requirements.
Ministry of Development Order No. 376 — eVidnovlennia Eligible Territories
Defines the territories where eVidnovlennia state compensation operates. Critical for Shelter Cluster geographic compliance: humanitarian repairs must be confined to eVidnovlennia-operational areas, minimum 20km from active hostilities and 30km from the front line.
Law on the Legal Status and Rights of IDPs
Establishes the rights of internally displaced persons to housing, social services, and protection, and defines the obligations of state bodies and local authorities to facilitate access to accommodation. Foundational document for any IDP-targeted housing programme.
