SIDAR — Shelter Information Damage Assessment & Response Database
The Shelter Cluster and UNHCR deduplication platform for humanitarian shelter assistance. All household-level repair interventions must be registered in SIDAR before assistance decision. Prevents duplication with eVidnovlennia, VidnoviDIM, and other humanitarian programmes. Linked to the Government Register of Damaged and Destroyed Property (RDDP).

Ukraine's state compensation platform for war-damaged housing. Governed by Resolution No. 381 (April 2023). Humanitarian repairs complement but do not replace eVidnovlennia — NGOs target households with unmet needs, insufficient compensation, or where damaged common spaces block access to the state programme.

Thermal Envelope Only

Core scope: energy-saving windows, entrance doors, roofing panels, drainage and slopes. No structural works. Linked directly to thermal envelope closure and minimum habitability.

Cost: $2,120/HH (house 1–3 BNF) · $1,360/HH (apartment)

Medium Repair · SN301B
Full Envelope + Minimum Habitability

All Light Repair elements plus partial/full roof structure, partition repairs, minor plumbing/electrical where safety risk exists, sanitary fixtures, accessibility adaptations (up to 10% top-up).

Cost: $4,925/HH (house 1–3 BNF) · $2,325/HH (apartment)

Heavy Repair · SN301C
Structural Intervention — Category II

Load-bearing wall, foundation, or floor plate damage. Requires engineering assessment, project design document, and Framework Agreement with qualified contractor. Private houses only — structural damage to apartments is beyond humanitarian scope.
